Strict, but just.

Your preference seems to be an open, but strict system. Washington state has a free market for marijuana that is intensly regulated to steer it's direction.

This entails no advertising, no growing of plants at home, no buying of marijuana by people under the age of 21 and the products are heavyly taxed.

Besides this there are provisions to keep an eye on health, provisions to regulate businesses and provisions that ensure the market stays diverse.

 

The state takes a bit from everybody in the form of taxes. 25% from the farm, 25% from the distributor and another 25% in the shop, besides regular taxing. However, the law also stipulates that these must be well monitored, as to ensure no new black market in cheap weed emerges.
