Big companys growing for the government.

Uruguay was the first ever country that dared to regulate marijuana, and has a strict policy.

The government has installed two companies that produce enormeous amounts of marijuana. Consumers then need to register and are able to buy the product at the pharmacy.

Like in many other places where regulation of marijuana has become the prefered relationship form, the Uruguay system is a work in progress. This is seen in the recent policy enhancement that gives small growers space to opperate when they register with the government.

This system is also being discussed in the Netherlands (where there is still an illegal black market behind the regulated consumer outlets). What's in it for the government is that it can hold a firm grip on everything going on in the market. The downside seen in Uruguay is that many people don't feel comfortable being filed as a 'druguser' in the databases of the government.
